Even as the siege of Mumbai was still going on, the finger-pointing began. India's Prime Minister Manmohan Singh said "external forces" were behind the attacks, a thinly veiled reference to India's neighbor and longtime foe Pakistan. Foreign Minister Pranab Mukherjee went further, telling reporters that "elements with links to Pakistan" were involved. But Pakistan's president and prime minister both condemned the attacks and rejected any talk of Pakistani involvement. Pakistani officials also announced that the head of the powerful Inter Services Intelligence organization — often accused of orchestrating terror attacks on India — would travel to India to offer assistance in investigating the Mumbai attacks.

root causes of Mumbai attacks
I think that what will come out eventually is that the root cause is Muslim separatist sentiment in India. The Muslims won't be happy unless they're boss of everyone in India. That's why Pakistan exists. After independence from Britain, the Muslims couldn't stand the idea of being #2 in India to Hindus. They had subjugated the Hindus for centuries with the sword and forced conversion and were dethroned by the British and rising Hindu nationalism around the same time period. What they're trying to do now is take India back piece by piece, starting in Kashmir. I think that India's response should be to close the Madrasas. They are the mouthpiece of Islamist thinking and Muslim separatism. Muslim education in place of secular education should be prohibited.
